عمران خان کی پہچان

دنیا کی کوئی چیز ایسی نہیں  جو عمران خان کو خوفزدہ کرسکے یا ان کو خرید سکے۔یہ بلند بانگ دعویٰ میں  عمران خان کے ساتھ پندرہ سال کام کرنے اور بعض مرتبہ ان کے ساتھ انتہائی قریبی رفاقت کی بنیاد پر کر رہا ہوں۔عمران خان کی آرمی چیف کے ساتھ ملاقات کا احوال بیان کرنے میں شائد کوئی کسر رہ گئی ہو مگر اتنا ضرور ہے کہ عمران خان کو امید کی کرن نظر آنے لگی ہے۔


پاکستان میں جمہوریت کو پسند کرنے کا یہ مطلب نہیں لیا جا سکتا  کہ موجودہ کرپٹ اور ناکارہ نظام کو پسند کیا جا رہا ہےاور اس سسٹم کو ہر قیمت پر بچانے کی کوشش کی جارہی ہے۔ یا پانامہ کیس سے سسٹم لپیٹے جانے کا خطرہ پیدا ہوا تو نظام کو بچا کر پانامہ کیس کو تہ تیغ کر دیا جائے گا۔ بلکہ  اس کا مطلب یہ ہے کہ آرمی چیف سے عمران خان کی ملاقات کے دوران جو ممکنات زیر بحث آئیں  عمران خان کو ان پر اپنی ٹیم کے ساتھ غور و خوض کرنا چاہئے۔یہ ممکن ہے کہ سپریم کورٹ کا فیصلہ آنے پر وزیر اعظم کے خلاف نہ مقدمہ بنے ، نہ انہیں نا اہل قرار دیا جائے بلکہ ان کے استعفے سے پہلے قبل از وقت انتخابات کا ڈول ڈال دیا جائے۔عمران خان سے توقع ہے کہ وہ نئے انتخابات پر مان جائیں گے کیونکہ عوامی سطح پر پانامہ کا ہنگامہ کار گر ثابت ہو سکتا ہے۔


اگر عمران خان مطلوبہ انتخابی اصلاحات اور غیر جانبدار عبوری  حکومت  کے زیر انتظام الیکشن کرانے پر مان جاتے ہیں یہ بہتر  سودا ہو سکتا ہے۔انتخابی اصلاحات سے مراد ہے نادرا اور الیکشن کمیشن کے موجودہ ڈھانچے  کو ختم کرکے غیر جانبدار اور ماہرین کی ٹیم تعینات کی جائے۔الیکٹرانک ووٹنگ کا طریقہ بھی الیکشن اصلاحات کا حصہ ہوگا اور بیرون ملک مقیم  70 لاکھ   تارکین وطن بھی ووٹنگ میں حصہ لے سکیں گے۔عبوری حکومت کے قیام سے قبل افسر شاہی میں کی گئی اکھاڑ پچھاڑ کا بھی جائزہ لیا جائے گا۔مجھے پکا یقین ہے کہ عمران خان نے غیر جانبدار عبوری انتظام اور انتخابی اصلاحات کا مطالبہ یقیناً کیا ہوگا۔فوجی سربراہ اگر جمہوریت کےمتمنی ہیں تو آزادانہ اور منصفانہ انتخابات کے نتیجے میں نواز شریف کی جگہ عمران خان کے وزیر اعظم بننے سے آرمی چیف  کے لئے کوئی مسئلہ پیدا نہیں ہو گا۔


اقتدار پر براجمان جغادری تو ہر حال میں پانامہ کا معاملہ دفن کرنا چاہیں گے۔اگر اسے سپریم کورٹ دفن کرتی ہے تو یہ شیخ رشید کے بقول عوام کے لئے  عدالت سے قانون اور انصاف کا جنازہ نکلنے کے مترادف ہو گا۔اس مقصد کے لئے سپریم کورٹ کے فیصلے کے متبادل ماحول بنانے کی کوششیں جاری ہیں تاکہ عمران خان اور لوگوں کی توجہ پانامہ لیکس سے ہٹائی جا سکے۔اس طرح  لوگوں کو  قبل از وقت انتخابات کے ہنگامے میں مشغول کرتے ہوئے نام نہاد غیر جانبدار سیٹ اپ اور انتخابی اصلاحات  کی آڑ میں پانامہ لیکس کی تحقیقات پر ایک کے بعد دوسرا کمیشن قائم کر دیا جائےجیسا کمیشن وزیر اعظم لیاقت علی خان کے قتل کی تحقیقات کے لئے بنایا گیا تھا۔روائتی طور پر ہماری قوم کو کمیشنوں کے نام سے اُلو بنایا جاتا ہے اور ہر بار قوم نے اپنی اس کمزوری کا مظاہرہ کیا ہے۔


پانامہ کیس پر عدالتی فیصلہ دو ماہ سے محفوظ کیا جا چکا ہے۔اس دوران عمران خان کی آرمی چیف سے ملاقات، عمران خان کے دورہ چین کا التوا،وزیر اعظم کی بر وقت ہسپتال یاترا، وزیر اعظم کا ہولی کے موقع پر دئے بیان میں آزاد خیالی کا اظہار، پاک بھارت سرحدوں پر  جھڑپوں میں کمی، راحیل شریف کا سعودی عرب میں متحدہ اسلامی افواج کا سربراہ بننا،ایان علی، ڈاکٹرعاصم حسین، شرجیل میمن اور حامد سعید کاظمی کی رہائی،  اور وفاقی حکومت کی طرف سے مختصر وقت میں بڑے پیمانے پر افسرشاہی میں اکھاڑ پچھاڑ ایسی صورت حال کی طرف اشارہ کر رہی ہیں جس سے ایسا ماحول بنانا مقصود ہے جس سے پانامہ لیکس پر آنے والے کسی فیصلے سے وزیر اعظم کو کوئی زک نہ پہنچے بلکہ ان کو سرخروئی کے لئے  متبادل راستہ مل سکے اور ان کے لئے دم توڑتی ہوئی قوم کے درمیان سانس لینے میں دشواری نہ ہو۔


تمام تر ممکنات کے ساتھ عمران خان نے پانامہ کیس جیت لیا ہے۔ یہ جیت واضح شکل میں تو نہیں مگر اس سے یہ ممکن ہے کہ انتخابی اصلاحات کا عمل شروع ہو جائے اور وزیر اعظم کا عہدپانچ سال سے کم کرکے چار سال تک محدود کر دیا جائے۔قوم کی یہ جیت یکطرفہ طور پر عمران خان کے پختہ عزم اور بہتر حکمت عملی کا نتیجہ ہے۔مجھے قوی امید ہے کہ یہ کھیل رخنہ سازی کی بجائے بہترین نتائج کے ساتھ اختتام پذیر ہوگا۔


اگر کوئی معاملہ طے نہیں پاتا یا کوئی پیشکش نہیں کی جاتی تب  بھی یہ فیصلہ کن وقت طے کرے گا کہ پاکستان کے عوام کو کرپشن کی حمائت کرنی ہے یا اس کی مخالفت کرنی ہے۔





Knowing Imran Khan

There is nothing in this world which can intimidate or buy Imran Khan. This is what I can safely claim with my 15 years of interaction with him, at times very closely.


After meeting with Army Chief, if Imran Khan has missed something while explaining the purpose of meeting, it means he is seeing some ray of light.


There is a second possibility as well, liking democracy in Pakistan means liking present corrupt & incompetent system which implies to save the system at any cost. If Panama means destruction of system; save system and kill Panama. This means Imran Khan has to consult his team on some options which might have appeared during the discussion with Army Chief. Options might include resignation of PM with announcement of early elections while SC might come with a verdict which mostly will be depending on formation of Commision. Verdict might mean PM will not be convicted or disqualified. In this scenario, Imran Khan might have been expected to accept the option of a fresh elections at the cost of burying Panama Case at least in a street agitation.


So all powerful stake holders of power game internally or externally will persuade Imran Khan to accept this option.


If Imran Khan accepts early elections but with desired elections reforms and neutral caretaker set up then it's a good deal. Election reforms must mean change of present set up of Election Commision and NADRA with mutually agreed neutral and professional team. Electronic voting must be part of reforms. 7 Million overseas voters must vote in this elections. All bureaucratic changes made short of caretaker set up must be reviewed. I am sure Imran must have asked election reforms and neutral caretaker set up. Army Chief likes democracy means Army Chief has no problem if Imran Khan replaces Nawaz Sharif through free and fair elections.


For powerful ruling stake holders, Panama Leaks has to be buried at any cost. If SC buries it, Sheikh Rashid would be proved right, it will be considered as funeral of Law & Justice by general public. Therefore a scenario is being created which can provide an alternate to the SC decision, a scenario which can divert the attention of Imran Khan and public away from Panama Leaks and engage everybody into the noisy, new & early elections with election reforms and comparatively neutral set up while another Commision will take up Panama Leaks just to add another Commision, which started with the inquiry Commision of murder of Liaquat Ali Khan. Nation traditionally can be fooled easily with commissions. Time and again nation has proved it.


Preservation of Panama decision since two months, Army Chief meeting with Imran Khan, visit of Imran to China which was postponed by Imran Khan, PM's well timed visit to hospital, PM liberal statement at Holi, No border attacks at Indian border, positioning of Raheel Sharif at Saudi Arabia as Coalition Force Commander, release of Ayan Ali, Dr Asim, Sharjeel Memon, Hamid Saeed Kazmi and last request of PPP to change IG and very important to note is change of vital posts in bureaucracy by Federal Government very swiftly on a few days notice.All are measures to create a conducive environment for a decision which should not destroy PM as a result of Panama Leaks but provide him an alternate path with a face saving and enough oxygen to continue to breathe in a breathless nation.


Of all the probabilities, Imran Khan has won the Panama Case. The definition of this win is not going to be a straight forward decision but offering an opportunity which can improve elections process and cut short PMLN's 5 years tenure to 4 years. It is a win of nation but achieved single handedly by the sheer determination and strategy of Imran Khan. I just hope finishing of game is a goal and not a hole.


In case there is no such offer or deal, a decisive time has come for people of Pakistan to either stand with corruption or stand against corruption.
